                       The Co-Management Of Harbor Seals












Co-management is a management regime used between two or more governing
bodies such as nations, states, indigenous tribes, municipalities, or others that
hold jurisdiction over things like natural resources, enforcement of law, or even
economy.

In Alaska, the Marine Mammal Protection Act (Sec. 119) describes the relationship
Alaska Natives have with United States agencies responsible for marine mammal
management. Building upon this relationship a cooperative agreement was signed
in 1999 between the Alaska Native Harbor Seal Commission and the U.S. National
Marine Fisheries Service to use co-management to set forth the conservation and
management of harbor seals through expanded harbor seal research and
education for all people.
